Nancy S. Harbottle

Nancy S. Harbottle is a Partner in the Hoffman Estates and Chicago offices of Arnstein & Lehr LLP. She devotes her practice to local government law, land use, zoning with substantial expertise in financing, bonds, public infrastructure, commercial and residential development issues. She has represented Lake County municipalities and townships for the last fourteen years including home rule municipalities and prior to that Cook County municipalities.  Ms. Harbottle has a thorough knowledge of board procedures, budget issues and intergovernmental issues. She has expertise in representing villages facing developer defaults and bankruptcy issues and resolving those issues as successfully as possible. Ms. Harbottle also represents private clients seeking entitlements from municipalities. She is well versed in negotiating and drafting complex municipal agreements including Annexation Agreements, TIF Development Agreements and Intergovernmental Agreements.

Professional Activities and Achievements

Ms. Harbottle is a member of Home Rule Attorneys Committee of the Illinois Municipal League and many other committees and organizations.

Recent Publications and Lectures

She is the co-author of a chapter entitled “Subdivisions” appearing in the Illinois Land Use Law text published by the Illinois Institute for Continuing Legal Education.
