David Sugar
Partner
David Sugar is a partner in Arnstein & Lehr’s Chicago office and co-chair of the firm’s Condominium Law Group. His practice focuses on real estate and corporate matters, especially the representation of condominium associations and common interest community associations in connection with statutory compliance and governance issues, covenant enforcement, capital project loans, litigation and developer disputes. Mr. Sugar represents many of Chicago’s largest condominium developments, and works with associations from conception through maturity, including guidance for new associations making the transition to unit owner control.
Professional Activities and Achievements
Mr. Sugar is a member of the Chicago Bar Association, Illinois State Bar Association and American Bar Association, and is a past Chair of the Chicago Bar Association’s Condominium Law Subcommittee. He is also the principal author of recent amendments to the Illinois Condominium Property Act.

Mr. Sugar has written articles on a variety of condominium law issues for professional and industry publications, including “Annual Meeting Misconceptions and Fallacies,” Fall 2006, Common Interest; “2006 Amendments to Illinois Condominium Property Act,” November 2006 ACTHA News & Update; “Direct Voting, Flags and Leasehold Condominiums,” November 2003 ACTHA News & Update; and “Homeowner Associations and the Illinois Not-for-Profit Corporation Act,” October 2003, Condo Lifestyles. Mr. Sugar has also lectured extensively on condominium law issues, including: “Handicap-based Pet Requests” at the 2010 Community Associations Institute Legal Forum; “Developing and Managing Condominium and Homeowners Associations”, a National Business Institute seminar; “Navigating the Transition from Developer to Owners” , a Law Seminars International Program; “Legal Aspects of Condominium Development and Homeowners’ Associations in Illinois,” a National Business Institute seminar; “Loft Condominium Conversions: Special Issues for Owners, Associations and Managers,” a Chicago Bar Association continuing legal education program; “Amending Condominium Association Documents,” a Community Associations Institute program; and “New Variations on Old Themes in Condominium Association Law,” a presentation to the Illinois CPA Foundation’s Common Interest Realty Associations Conference.
